Your CITATION speakers must first be set up using the Google Home-app before you can use them, which requires an Internet connection. After your speakers have been set up using the Google Home-app, you can also use your speakers through Bluetooth to play music (which does not require an Internet connection). You can use a hotspot for setting up your speakers if you do not have access to local Internet.
Note: For the Google Assistant an internet connection is required.
